We are delighted to announce that Kevin Angell, a Ph.D. candidate in the University of Chicago’s Program in Political Economy, has been selected as our 2025-2026 Elise J. Bean Oversight Fellow!
Kevin’s research focuses on how inter-branch competition between Congress and the presidency shapes institutional power and policy outcomes. His fellowship work will examine the effectiveness of congressional subcommittee reports in limiting presidential discretion over government spending — and whether Congress uses those reports to respond to or deter executive non-compliance.
Kevin brings a blend of academic rigor and real-world experience, having worked as a private-sector data scientist before pursuing his doctorate.
